It argues that democracy is a necessary but not a sufficient condition for good government, and that ideas of the rule of law, and of human rights, should in some situations limit democratic claims. 民主主義、なかんずく立憲民主主義が揺らいでいる今だからこそ、もう一度、考えたいと思って手にした一冊。ちょっと古くなっているところもあるけど、改めて立憲民主制、自由、基本権の大切さを認識しました。
