如何にして国家が決定するのか、キューバ危機を題材に解説する教科書的な本。
最初にモデル１としてリアリズムの考えを紹介。なぜソ連はキューバにミサイルを設置しようとしたのか、米国にはどんなオプションがあったのか、ソ連はなぜ引き下がらざるをえなかったのかについて。
続いてモデル２として組織論的な分析。例として真珠湾攻撃時の米国やNASAと政府の関係などが挙げられている。

全部読んでないけど書きます。

国家の意思決定の過程を三つの視点から詳細に分析し、視座を提供してくれる良書です。特に第5章では政府内意思決定モデルにおける多様なアクターの多様な影響が丁寧に、かつ実例とともに説明されていて非常に面白い。様々な分野＆行為者の高度化、細分化により、現代の全ての意思決定は複雑、大変という言葉で片付けられてしまいがちなのかもしれませんが、その複雑さを丁寧に解きほぐしていって後の判断に生かすということが大事なのかもしれません。
