基本的には、前作の反復。
近年のデジタル技術の驚異的発達（パターン認識(Googleの自動運転)、複雑なコミュニケーション(Siri)、AI(IBMのワトソン)、センサー、モビリティ、ロボット等）により我々は今歴史上の変曲点＝「第2の機械の時代」を迎えている、と言う。ムーアの法則は、単に半導体の集積度の持続的な向上を意味するだけでなく、IT（情報技術）の特性（非競合性、限界費用0）によりあらゆる分野に広がりを見せており、デジタル技術はGeneral Purpose Technology（GPT、基幹技術）http://www.imes.boj.or.jp/research/papers/japanese/99-J-05.pdf　と位置付けられている。
従って、今後、世界全体としては更に豊かになるものの、デジタル技術そのものの性質（＝限界費用0で無限大の顧客に供給可、ネットワーク外部性）による、スキル偏向的技術進歩https://www.boj.or.jp/research/wps_rev/wps_2004/wp04j17.htm/　、資本偏向的技術進歩、才能偏向的技術進歩（スーパー・スターへの偏向）が進み、中間層が機械に代替され、二極化が進む（既に70年代から進んでいる⇒第9章　格差）、という話。

ピケティが資本の第1＆第2法則で格差を説明しようとしたのに対して、本書は、（多少は認めるものの）資本よりもあくまでも（米国で特に顕著な）今回の技術進歩の特性による労働所得格差拡大説の立場。

著者達は、基本的には楽観的な立場で、機械に真似のできない創造性を育てる教育（例えばモンテッソーリ教育）等の人的資本への投資、負の所得税等々、色々提案しているが、そんなに簡単な話ではない様に思われる。
