1958年ロンドン生まれ。オクスフォード大学で古典学と哲学を専攻。ジョンズ・ホプキンス大学で修士号、オクスフォード大学で博士号を取得。現在コロンビア大学教授。ギリシャを中心とするバルカンの専門家であるにとどまらず、20世紀ヨーロッパ史の世界的権威である。「フィナンシャル・タイムズ」紙、「インデペンデント」紙などの寄稿者でもある。バルカンを扱った Inside Hitler's Greece: The Experience of Occupation, 1941–44 (1993)、 The Balkans: A Short History (2002)、 Salonica, City of Ghosts: Christians, Muslims and Jews, 1430–1950 (2004)で次々と権威ある賞を受ける。20世紀ヨーロッパ史を扱ったものとしては No Enchanted Palace: The End of Empire and the Ideological Origins of the United Nations (2009) (本書)、 Dark Continent: Europe's 20th Century (1998) (未來社より近刊)、Hitler's Empire: Nazi Rule in Occupied Europe (2008)、 Governing the World: The History of an Idea (2012) (NTT出版より『国際協調の先駆者たち』として刊行)などのベストセラーがある。
