Ichiyo wrote the last scene in ambiguous style, because she didn’t want to make it clear if Oriki agreed with doing Shinjyu(心中) or not.
Oriki had two incompatible ideas, one that she wanted to live a normal life and the other that she wanted to marry someone special. The first idea led her to doubt if her way of living as a fickle woman was right, and the second one made her to live as she did, looking for some man who was special and loved her. It is sure that Oriki came across Genshichi, who tried to persuade her to be his wife or lover, and she had to answer yes or no, which is the point Ichiyo deliberately made unclear.
Considering her ideas above, I would say that there can be two possible endings of Troubled Waters. One is that she finally agreed with the idea of performing Shinjyu(心中), feeling guilty for betraying him and believing that she could be an “ordinary person” by dying with her lover, as she wouldn’t be said to be fickle anymore. The other is that their death was Murishinjyu(無理心中) committed by Genshichi after finding out that she no longer loved him because he wasn’t special but only a poor ex-boyfriend for her then.
